NCS/SCI, Inc. Offer New Real-time Service Rate Combo

     Network Captioning Services, Inc. (NCS) and its related Spanish service company, Spanish Captioning International, Inc. (SCI), announce their new real-time service rate combination packages. Broadcasters can now get combined English and Spanish real-time captioning services with bundled rate structures. English- to-Spanish, Spanish-to-Spanish real- time captioning will also be supported by the combined companies complete off-line caption/subtitling services as well. SCI is the industry leader in Spanish real-time captioning service and in performance experience. SCI is the first dedicated Spanish captioning service in the industry and is the first company to perform Spanish real-time captioning in the United States.
 
 

Are you really in compliance? The Telecommunications Act of 1996 mandates: Between January 1, 2004, and December 31, 2005, a video programming distributor shall provide at least an average of 1350 hours of captioned video programming or all of its new nonexempt video programming must be provided with captions, whichever is less; and now as of January 1, 2006, and thereafter, 100% of the programming distributor's new nonexempt video programming must be provided with captions.

FCC Rules on Spanish Captioning

Because captioning is fairly new to Spanish language program providers, the FCC allows them a longer time to provide captioned programming. All Spanish language programming that was first shown after January 1, 1998, must be captioned by 2010 with some exemptions. The following schedule applies to Spanish language "new" programming, or programming shown after January 1, 1998:

January 1, 2004, to December 31, 2006: 900 hours of programming per channel per quarter or all of the new, non-exempt Spanish language programming on that channel, whichever is less.

January 1, 2007, to December 31, 2009: 1350 hours of programming per channel per quarter or all of the new, non-exempt Spanish language programming on that channel, whichever is less.

January 1, 2010, and thereafter: 100 percent of all programming, with some exceptions. For Spanish language "Pre-Rule Programming" (first shown before January 1, 1998) the following schedule applies: January 1, 2005, to December 31, 2011: 30 percent of programming per channel per quarter.

January 1, 2012, and thereafter: 75 percent of programming per channel per quarter.
